Phase 2 Limited-Hybrid Model on the Horizon

Winter approaches, and humanity continues navigating through the COVID-19 pandemic, with more than 41.5 million cases recorded worldwide and more than 1.1 million deaths. Locally, the people of Contra Costa County are finding at least some assurance in improved metrics, now weeks into a, "Substantial," rating, down from a, "Widespread," rating within California's tiered rating system
We are in our 49th day of instruction of the 2020-21 school year, and, like all other public school districts in Contra Costa County, MDUSD is serving with a 100% distance learning model while continuing discussions and planning for next phases.

A Phase 2 Limited-Hybrid Model seems to be on the horizon. At the October 21 Special Board Meeting, the Superintendent Dr. Adam Clark presented a status report to the Governing Board (See Presentation Files | See Video Presentation), and sought out specific direction from the board, asking for the following:

  • Direction from the Board on a targeted date of a physical return (Phase 2 Limited-Hybrid)
  • Direction on whether Phase 2 should prioritize students that are most affected by learning loss, or if Phase 2 should prioritize certain student groups like English learners, foster and homeless youth, children with special needs, and elementary grade levels.

By the end of the meeting, two things were clear:

  • The Governing Board directed the superintendent to bring recommendations for Phase 2 to the October 26 regular meeting. The superintendent formally responded with an October 26 Governing Board Meeting Agenda Item, which reads that the superintendent recommends the board to take the following actions at the upcoming October 26 regular meeting:
    1. Authorize allowable student contact and on-site participation for activities consistent with Contra Costa County Public Health Department guidelines, regardless of a full, in-person return to instruction.
    2. Authorize staff to implement a limited hybrid, staggered in-person learning model, subject to minor revisions, beginning on January 11, 2021.
    3. Authorize family choice between the limited hybrid model and full-year distance learning programs
  • The Superintendent and Governing Board echoed what the Superintendent had communicated in an all-staff message days prior: "We will continue to work in good faith and in a highly professional way with our labor partners to establish appropriate protocols [for next phases]."

Tune in to the October 26 meeting broadcast (6:00PM) and feel free to send a public comment email to on the meeting day. If you are not able to watch—do not worry—after the meeting, our office will ensure communication with our community about any decisions or actions taken.

Thank You - Meal Application Numbers Show Promising Increase

We would like to sincerely thank our community for helping to spread the word about the little-known importance of Free and Reduced Meal Applications. Thanks to consistent messaging and community support through social media shares and by word-of-mouth, our number of processed applications increased from 9,226 to 11,293, bringing our overall eligibility rate up to 34.4%. If this positive trend continues, we have assurance that we will receive corresponding federal funds and supplemental funds at a level that will more accurately reflect our community's eligibility. Thank you again to those that have helped and are helping this cause.
